1500 or 1300 is fine imo

I think the quality is fine now and it needs to be on Borderless Window mode.

What is your CPU Preset? Try putting it on Very fast.

Try setting your resolution to 1280 x 720p (in game) then your stream downscale resolution to "None" with 30 fps and uncheck the "Disable Aero at start up".

Your CPU Preset needs to be on...
