What settings are you running? I can run max settings no problem except I get a similar issue, just tiny little stutters but no actual lag or problem with shader/textures.
I'm sure you know whether or not your hardware is good enough but if you aren't sure you might want to post your specs.
My initial inclination would be towards overheating, or less likely throttling of some kind. However, you could just be like me in that your cpu isn't good enough(i have a shitty older i7) to run the game at decent settings. I don't get the same issue when I play on low.
if you find some other solution let me know. might be a fix I haven't tried. Although I've a) updated my bios, b) updated video drivers constantly, c) tried to find evidence of throttling and tried using anti-throttling programs even in the absence of such, d) made sure there were no overheating issues with my CPU (new thermal paste, make sure its clean, etc) e) disabling a ridiculously high number of services, f) make sure there's no malware or viruses, g)reducing windows settings. But all of the things I've listed didn't help at all. I still get minor stutters and late game I sometimes randomly drop from 60 fps to 10 fps, regardless of what settings I'm at. The latter doesn't happen too frequently at least.
edit:
actually i just solved my problem. Somehow a blizz forum thread evaded my google searches up until now and so what I did was disable EIST (Speedstep) using throttlestop and it runs much better.
